In his inaugural address, Dr. Hegde said that seminars generate knowledge and that all plans for the future require good knowledge of the past. Speaking about the importance of dharma, he said that “dharma” has nothing to do with religion, but indicates one’s obligation toward society. Criticizing public attitude toward burning civic issues such as construction of roads, he said that people hardly care about public property, adding that people waste a lot of water and later complain about scarcity of water.

Revealing his opinions about culture, he said that culture is not synonymous with dance, singing, or drama, but it is what a person does when he/she is not monitored. He also said that with insight, social development is possible. Speaking about religion and communal harmony, he said that all religions are good, but people practice religion in a wrong manner. He advised the people of Mangalore to work for communal harmony and only think about developing the city and the country.

Delivering the presidential address, B. Nagaraj Shetty, the chairman of the Karnataka Coastal Development Authority, said that Mangalore is developing at a rapid phase in the fields of education, population, and others, adding that Mangalore is the second fastest growing city in Karnataka, after Bangalore.

Opinion that education and development should go hand in hand, he said that higher authorities only give speeches against corruption while simultaneously practicing it. He said that corruption should be totally removed for 100 percent national development.

The seminar will be held in 13 sessions and 3 papers will be presented during each session. Papers will be presented on the pre-British era, Mangalore and Colonial Trade, and Mangalore and Urban Experience. The session on political perspectives comprise papers on Pioneers in Political Leadership, Political Processes and Pressure Groups, and Religion and Caste in Politics.
