DC Darshan directs strict implementation of solid waste management rules in Dakshina Kannada

Mangaluru, Jun 24, 2026: Dakshina Kannada Deputy Commissioner Darshan H.V. has directed all local bodies to prepare and implement time-bound action plans for the strict enforcement of the Solid Waste Management Rules, 2026. He stressed the need to achieve 100 per cent door-to-door waste collection and segregation of waste at source by giving these activities top priority.

He was speaking while chairing a meeting of the District-Level Monitoring Committee held at the Deputy Commissioner’s office on Tuesday to review the progress of implementation of the Solid Waste Management Rules, 2026, and to discuss measures for strengthening solid waste management practices in urban and rural local bodies across the district.

The Deputy Commissioner instructed local bodies to conduct continuous awareness programmes to educate the public on waste segregation and cleanliness. The meeting also discussed identifying and developing land for solid waste processing units in urban areas and maintaining systematic records of bulk waste generators.

The committee reviewed measures taken for the scientific management and disposal of legacy waste accumulated in various local bodies across the district. Officials concerned were directed to expedite the disposal of the remaining legacy waste.

District Panchayat Chief Executive Officer Vinayak Karbari urged Gram Panchayats to strictly and effectively implement the Solid Waste Management Rules, 2026.

He instructed Gram Panchayats to take necessary steps to prevent littering in public places within their jurisdiction and to regularly conduct awareness programmes on cleanliness and waste segregation among the public.

Dr. Santosh Kumar, Project Director of the District Urban Development Cell, provided detailed information on measures local bodies should adopt to further strengthen the solid waste management system. He emphasised strict compliance with regulations at every stage of waste collection, transportation, processing and disposal.

Necessary directions were also issued regarding the efficient management of solid waste processing units, speedy disposal of legacy waste, registration and monitoring of bulk waste generators, provision of safety equipment to sanitation workers, and submission of regular progress reports.

The officials were instructed to work in coordination to ensure that all local bodies in the district achieve the prescribed targets within the stipulated timeframe.

During the meeting, Environmental Officers of the Karnataka State Pollution Control Board explained the key provisions of the Solid Waste Management Rules, 2026, the responsibilities of local bodies, and measures for effective implementation of the rules.

The board also informed the meeting that local bodies should obtain the required consent certificates under the Water Act, Air Act and the Solid Waste Management Rules, 2026.

Representatives from the District Panchayat, Mangaluru City Corporation, District Urban Development Cell, Education Department, urban local bodies, Taluk Panchayats, environmental experts and members of the District-Level Monitoring Committee attended the meeting.

Environmental Officer and Member Secretary of the committee, Dr. Manju R., proposed the vote of thanks.
