Mangaluru, December 25, 2025: In response to the growing menace of illegal flexes and banners across the city, the Mangaluru City Corporation (MCC) has decided to intensify its enforcement drive and speed up the imposition of penalties. As part of the initiative, the civic body has constituted three dedicated teams to monitor and remove unauthorised displays.
The city has been divided into three zones—Surathkal, Kadri and Lalbagh—with one enforcement team assigned to each zone. Each team comprises an assistant revenue officer, a revenue department inspector, a bill collector and supporting staff. The teams have been tasked with identifying and removing unauthorised flexes and banners wherever found, while also levying penalties on violators, officials said.
The number of flexes has been increasing in several parts of the city, with some even being illegally provided electricity connections. Flexes installed on footpaths are causing inconvenience to pedestrians, prompting public demands for stricter enforcement of existing rules.
The MCC commissioner had earlier issued orders banning plastic flexes, and warning boards have been installed at multiple locations across the city. Despite continuous removal drives, flexes are often reinstalled. In the past week alone, the corporation removed over 40 illegal flexes and collected penalties exceeding ₹4,000.
As per regulations, only cloth banners are permitted within city limits, while all other types of banners are deemed unauthorised. Those wishing to display advertisements must obtain prior permission from the MCC’s revenue department.
Cloth banners of prescribed dimensions are allowed for a maximum period of 15 days on payment of a fee of ₹200. Such banners must be brought to the corporation office for sealing and can be installed only at non-hazardous locations. Banners not removed after the permitted period will be treated as unauthorised and liable for action, officials added.
