Bengaluru, Jun 30, 2026: The door-to-door enumeration of voters under the Special Intensive Revision (SIR) of electoral rolls in Karnataka began on Tuesday, with over 5.54 crore electors to be covered during the month-long exercise from June 30 to July 29.
As part of the drive to update and purify the state’s electoral rolls, the Election Commission has deployed 59,050 Booth Level Officers (BLOs) to distribute and collect enumeration forms from every registered voter across Karnataka.
A draft electoral roll will be published on August 5.
Chief Electoral Officer V. Anbukkumar said the Election Commission has printed 11 crore pre-filled enumeration forms, each containing a QR code, the voter’s details, and photograph. These forms will be distributed to all electors whose names appear in the electoral rolls updated as of June 16, 2026, regardless of whether they have already been mapped in the voter database.
"Every voter listed in the current electoral roll will receive the form. Those who complete the form, paste a recent photograph, and submit the signed enumeration form by July 29 will be included in the draft electoral roll to be published on August 5," Anbukkumar said.
Electors can also complete the enumeration process online through the ECI Voters Portal and the ECINET mobile application from June 30 onwards.
Election officials clarified that any adult member of a household may sign and submit the form on behalf of other family members. If residents are unavailable during the BLO’s visit, they may submit the completed form later.
Each BLO has been instructed to make at least three visits to every household. A violet square sticker will be placed on houses where forms have been delivered, while a red round sticker will be affixed to locked houses. The red sticker will display the date of the next visit and the BLO’s contact number, enabling residents to seek assistance or collect the forms.
Officials stressed that no supporting documents will be collected during the enumeration phase. However, voters should retain the BLO-signed acknowledgement copy of the submitted form. Only electors who submit duly filled enumeration forms within the stipulated period will be included in the draft electoral roll.
The collected forms will be digitised, and the system will automatically identify discrepancies such as mismatched names, age, gender, family relationships, spelling variations, missing records from the 2002 Special Intensive Revision, or unusual family mapping patterns.
If anomalies are detected, Electoral Registration Officers (EROs) will issue notices after the publication of the draft electoral roll. Officials clarified that receiving a notice does not mean a voter’s name will be deleted; it is only a request for clarification or supporting documents to correct any discrepancies.
In such cases, BLOs will deliver notices, collect responses and relevant documents, and forward them to the EROs for verification. Booth Level Agents (BLAs) representing political parties will also receive daily lists of issued notices to assist affected voters.
According to election officials, of Karnataka’s 5.54 crore electors, about 5.07 crore (91.61%) have already been mapped, while nearly 46 lakh voters remain unmapped. These electors can still submit the enumeration forms, and BLOs will assist in tracing corresponding records from the 2002 Special Intensive Revision for verification and family mapping.
Meanwhile, citizens who attain the age of 18 years on or before October 1, 2026, the qualifying date for the revision, may apply for inclusion in the electoral roll by submitting Form 6 along with the required declaration and supporting documents. Eligible applicants will be considered for inclusion in the final electoral roll, scheduled to be published on October 7, 2026.
