New Delhi, Jun 25, 2026: Several reports on Wednesday stated that the government had reiterated that an Indian passport is primarily a travel document and not definitive proof of citizenship. The reports emerged on the occasion of the 14th Passport Seva Divas and cited a Ministry of External Affairs (MEA) official as saying, “A passport is issued after extensive due diligence and is based on documents obtained from multiple government agencies.”
The clarification triggered widespread discussion on social media, with many users asking the MEA to specify which documents are officially accepted as proof of Indian citizenship.
The debate also revived questions about commonly used identity documents. Authorities have repeatedly clarified that documents such as Aadhaar, PAN cards and voter ID cards establish identity and eligibility for specific services or rights, but do not by themselves constitute conclusive proof of citizenship.
Aaditya Thackeray, Javed Akhtar Question Clarification
Reacting to the reports, Shiv Sena (UBT) leader Aaditya Thackeray questioned the logic behind describing a passport solely as a travel document.
In a post on X, he asked whether Indian passports could then be issued to non-citizens and argued that such statements could create confusion internationally about the status of Indian passport holders.
Veteran screenwriter and political activist Javed Akhtar also expressed concern, questioning whether passports were being issued without authorities being fully satisfied about an individual’s citizenship status.
