Allegedly, Shivanand (32), the village accountant of Kavoor, had sent an obscene text message to a married woman and even called her up and asked for sexual favors.


The woman, who resides in Gandhinagar in Kavoor, had applied for a house under the government’s Ashraya Scheme. Since the tahsildar had instructed her to produce her income and caste certificates, she had approached the village accountant and had applied for the same.


Since the woman’s native place is Birur, Chikamagalur, he refused to issue a caste certificate; but he took her mobile number and started sending her obscene text messages. When she ignored the text messages, he called her up and spoke in a very indecent manner. He told her that he would get her a five-cent government site in the heart of the city if she agrees to have sex with him. The woman informed her husband, who approached the Dalit Sangharsh Samithi.


The Samithi leaders asked the couple to save the village accountant’s text messages and mobile conversations for about a week. On Thursday, the woman was advised to invite the village accountant to her house; and as soon as he arrived, he was thrashed by a group of people.


Ananta Padmanabha, the sub inspector of the Kavoor Police, and other police officers rushed to the spot and arrested the accused. R. Ramesh, the deputy commissioner of police; Puttamadaiah, the assistant commissioner of the Panambur Police; and many other police officers visited the spot. A case under several sections of the Indian Penal Code and Atrocities on Scheduled Cases and Tribes Prevention Act has been registered against the village accountant.


When Shivanand was produced in court on the night of Thursday, it came to light that he hails from Bijapur and lives alone in Kavoor.
