University to launch grievance redressal cell: vice chancellor

Mangalore August 19: Vice Chancellor of Mangalore University Prof T. C. Shivashankar Murthy said that a students’ grievance redressal cell will be established within 3 months so that the students of the university can report their grievances and complaints. He was addressing reporters at a press conference held at Press Club on Aug 19, Thursday.

Further explaining the cell, he said that it will be given all the powers within UGC regulations. He said that only one case of sexual harassment has been brought to light in the university and that there could be more. He also mentioned that staff cannot be suspended on the basis of allegations alone and in cases of complaints in which the plaintiff has not mentioned his/her name and contact details. The vice chancellor said that one faculty member has been suspended because his guilt has been proved and action will be taken against him following a preliminary enquiry.

Regarding the recent tiff between the university and the city’s autonomous colleges, he said that the university was only acting according to the government’s orders. He said that the university cannot issue certificates to the students of colleges that have not paid registration fees. Saying that the registration fees of Rs. 300 to Rs. 2000 charged by the university according to the course offered has to be paid, he added that all colleges have to follow the examination scheme of 80 marks for theory and 20 marks for internal assessment, which has been prescribed by the UGC to maintain uniformity.

Disclosing that the university is currently facing a lack of research guides, he said that the university has written to the UGC and will appoint lecturers within 6 months after receiving the notifications. He also said that the university has requested the UGC to increase the number of students per research guide to 8.

Regarding malpractice in examination evaluation, the vice chancellor said that the recently introduced methods of OMR sheets and bar codes have curbed malpractices to a great extent. The malpractice with regard to BBM and LLB exam evaluation have already been reported. Since computerized results have curbed malpractices to a great extent, the university is planning to use the same system for PG evaluations too, he said. The vice chancellor also disclosed that the central evaluation of PG courses have facilitated proper evaluation since each lecturer gets only a limited number of answer scripts and rules are being strictly followed.

He also disclosed that the university will introduce choice-based credit system for PG students from the following academic year. He said that the university is planning to establish a PG center in Chikkaluvaru, Kushalnagar.

Registrar (administration) Chinnappa Gowda, Registrar (examinations) B. S. Yadapadithaya, Assistant Registrar Jayashree Kamath, Guruvappa Balepuni, President of DK Working Journalists’ Association Harsha, Secretary of DK Working Journalists’ Association Harish Rai were also present during the press conference.
