MCC to cut water supply for Ullal for non payment of dues

Mangalore Today News Network

Mangalore, Oct 1, 2011 : The Ullal Town Municipality will have no water supply if the town municipality does not clear the Rs. 1.60 crore it owes to the Mangalore City Corporation (MCC) within a week. The municipality owes this amount for the treated water received by it from the city’s Padil reservoir and also for drawing water from a KUIDFC pipeline till Aug 31.

According to an official note circulated during the monthly meeting of the MCC on Friday, the MCC is supplying 11 MLD to Ullal, and the municipality has drawn 3.29 kilo litre till Aug 13 with each kilolitre charged at Rs. 5. The MCC has drawn up a bill for Rs. 1.70 crore, and the town municipality has already paid Rs. 10 lakh as part payment on Dec 28. On Jan 31, 2011, the MCC got into an agreement with the municipality, according to which the town municipality would continue clearing its dues at the rate of Rs. 5 lakh per month and that the rate will be revised to Rs. 6 per kilolitre.

The MCC sent several letters and made many calls urging the town municipality to clear the dues at the earliest possible before sending a semi official letter written by the MCC commissioner on September 19, 2011, urging the town municipality to either settle the dues or enter into an MoU before September 30, failing which the civic body will disconnect water supply to Ullal.

Accordingly, the civic body has decided to cut water supply to Ullal in spite of protests by the members of the opposition.

Shankar Bhat, the former mayor, said that the MCC will consider extending repayment deadlines if the town municipality pays at least 50 percent of the dues.

Various issues discussed at monthly MCC meet
As usual, a number of issues were discussed and decisions were taken at the monthly meeting of the MCC held on Friday.

Corporators Shankar Bhat and Vijayakumar wanted to know if mobile service providers require permission from local bodies before setting up their towers. Commissioner Dr. Harish replied that telecom rules do not make it mandatory for mobile service providers to seek permission from urban local bodies, but since citizens feel threatened by these towers, the revenue department has been directed to issue notices to all service providers who have failed to inform the MCC about their towers.

He said that revenue department has already issued two notices and that he has written to the DC to intervene in this matter. He said that, in future, the mobile service providers will have to seek permission from the MCC before installing their towers.

In response to corporator Mariamma Thomas’ allegations that the builders are not obeying the MCC rules, the commissioner said that MCC officials will have to certify that there have been no violations when the building has reached the basement level, adding that in case of violation after the completion of the building, the officer who gave the certificate will be held responsible.

When some corporators complained about non functioning streetlights in their wards and spoke about the need to blacklist the contractor, Vijaykumar Shetty said that an estimate has been prepared for six zones and the government has approved only 3 of them, adding that tenders will be called for streetlight maintenance soon. He said that the material has already been purchased and will be distributed from Saturday.

The commissioner said that a meeting of the contractor and the MCC officials will soon be held to facilitate maintenance work. He urged the corporators to send him a text message regarding problems in their area.

A proposal to make SAS, birth certificate, and death certificate related services online was made and received positively.
