Dharmasthala, June 23, 2012: “The Central Rural Development ministry is in the process of implementing the Rural Development and Self-Employment Training Institute (RUDSETI) programme in all the 620 districts of the nation of which, institutes have been already set up in 527 districts” said Union Minister for Rural Development Jairam Ramesh speaking to media persons before attending the tri-decennial celebration of Sri Kshetra Dharmasthala Rural Development Project (SKDRDP) on June 22, Friday.
Following the success of Rural Development and Self-Employment Training Institute (RUDSETI) model run by Dharmasthala trust in Dakshina Kannada district, the Central Rural Development ministry too is in the process of implementation he expressing his disappointment over the ineffective implementation of RSETI models run by the government.
Though the Ministry has been implementing the model based on the RUDSETI, the government model has not been as successful as RUDSETI. According to an evaluation conducted recently, of the 527 districts where the project has been implemented, only 16 per cent of the institutes have performed well by standing in the A+ and A categories.
While majority of these top institutes are located in Karnataka, the institutes located in other parts of the nation have not reached the set objective, he said.
He cited the weak management team and lack of support from the leading banks as the reasons for the failure of the project implementation. In order to strengthen the project, he said a National Academy will be set up in Bangalore to train the RSETI trainers. The Academy will be set up in collaboration with the Dharmasthala Trust.
Speaking about controlling the misappropriation in the implementation of MGNREGS in the country, the Minister said that the Comptroller and Auditor General (CAG) has been handed over with the responsibility of auditing the MGNREGS accounts. The ministry will issue an order on Monday for the Chartered Accountants to begin the process of certifying the MGNREGS accounts in the Gram Panchayats which will be then submitted to the CAG. The auditing process of MGNREGS will be winded up by November and will be placed in the Parliament in December, he said.
On the Central government’s Nirmal Bharat Abhiyan, he said that Kerala is progressing to be the Nirmal state next to Sikkim.
A total of 959 out of 979 villages in Kerala have already bagged the Nirmal Gram Puraskar. With it, the State is only a few miles away in bagging the Nirmal State award. The Ministry has set up a time frame of 10 years to complete Nirmal Bharat Abhiyan. The states like Karnataka, Himachal Pradesh, Haryana would attain the status within five years, he said.
Meanwhile, Jairam Ramesh informed that the first bio-toilet of the nation will be inaugurated in Orissa on June 23. The environment-friendly toilets established by DRDO will be installed in 10,000 GPs of the nation in future.
