Mangalore, Sep 4, 2012 : Addressing a corporators’ meeting at Mangalore City Corporation (MCC), V. Ponnuraj, commissioner for survey settlement and land records and head of urban property ownership records project, said that Property Cards (PR Cards), which will be given to property owners as part of the implementation of the urban property ownership records (UPOR) project, will reflect true status of property in the city. Besides reflecting spatial reality of the property, the PR Card will also explain its legal status, he added.

Stating that the project has taken off well in Shimoga and Mysore, he said that implementing this project in Mangalore was a bit difficult because of the shoddy work done by the private partner company, owing to which another company has been entrusted the job of conducting a survey and implementing this project. In Shimoga and Mysore, survey work is complete and PR Cards are now being issued and, in Hubli-Dharwad, two-thirds of the survey work is complete, he said, adding that survey work is yet to begin in Mangalore and Bellary.

PR Cards are issued to owners only after factors such as space dimensions, previous records in terms of municipal documents and RTC, lease, river flow, loans, and others are taken into consideration. The property is marked only after first informing the owner and his/her neighbors, he added. Parties concerned are given 30 days, within which they must lodge complaints if any before UPOR authorities, and the card is finalized at the end of 30 days. However, the PR Card can be challenged in court even after the 30-day deadline, but within 3 years of the issuance of the card, he added.

Regarding fees, Mr. Ponnuraj said that the fee payable depends on a number of factors such as category, size of property, financial status of property owners, and so on.

When asked how irregularities in existing land records will be dealt with, Mr. Ponnuraj said that neighboring properties will also be surveyed and honest attempts will be made to find out if the owner has encroached upon any part of the property. Existing land record details will be considered if adjacent land records are found to be accurate, he added.

In case of disputed properties, a survey will be conducted and the name of the owner will be entered into the PR Card, but it will be mentioned that the case is pending in court, he said. In case of property division, new property numbers and separate cards will be issued, he said. A UPOR Cell will be set up to keep track of developments. In case of deceased owners, the property will be either divided among his/her children or a PR Card will be issued in the name of all the children, he said.

Mangalore has around 2.5 lakh properties, and PR Cards will be issued to each owner. The PR Card will then serve as a legal document for all purposes. Moreover, the PR Card will eliminate all possibilities of fraud as it will be linked to Voter ID cards and UID cards.

Mr. Ponnuraj also said that the project will be implemented on a public private partnership (PPP) basis, adding that 66% of the required funds are contributed by the government and 33% have been invested by private parties. Private party investment is made necessary to maintain quality and ensure that outputs are linked to investments.

Deputy Speaker N. Yogish Bhat, Mayor Gulzar Banu, Deputy Mayor Amita Kala, MCC Commissioner Dr. Harish Kumar, and many others also took part in this meeting.
