Mangalore, June 16, 2012: Yogish Bhat, deputy speaker of the state legislative assembly, and V. Ponnuraj, the DC of Shimoga, said in the presence of Dr. Channappa Gowda, the DC of Mangalore, that the government will soon issue the property card (PR).

 

Speaking at a press conference in the DC’s office on June 16, Saturday, they said that the economic system can function smoothly only if land records are maintained accurately. Speaking of the importance of property ownership records in urban areas, they said that the department of survey settlement and land records (SSLR) has taken up a new product called Urban Property Ownership Records (UPOR). They said that this project will be implemented according to the provisions of the Karnataka Land Revenue Act and Rules in Bellary, Mangalore, Hubli – Dharwad, Mysore, and Shimoga on a pilot basis in the public private partnership (PPP) model.

Under this project, the department will prepare an ownership document in Form 13, also known as the PR Card, which is similar to the records of Rights Tenancy and Crops (RTC), but with more features.

The PR card is essential because there is no proper title document for property located in urban areas. Currently, the Khata card is considered as the title document. Since the RTC is only for the land and not for property on the land, it will be stopped for converted land. When the PR card is finally issued, it will be the only document accepted in the court of law and will be made mandatory for all purposes.

The PR card will have accurate data regarding maps and ownerships and will give property buyers an advantage as it will disclose ownership, mortgages, and government court orders, and other important information about the property. Sellers of property will also feel more comfortable about the selling procedure. Banks and other financial institutions can easily get all information regarding mortgage, court disputes, ownership, and so on from the PR card.

Shimoga DC Ponnuraj said that Karnataka will be the first state in India to implement the PR card. A helpline will soon be set up and an office will be created in the MCC building to help property owners get their PR card. Each PR card will cost anywhere between Rs. 300 and Rs. 1,500, depending on the size of the property, he said.
