CDP can be revised only once in 10 years – former MLA Vijaykumar Shetty

Mangalore, Dec 2, 2011: Vijaykumar Shetty, the former MLA, informed at a press conference held in the District Congress office today that the Comprehensive Development Plan (CDP) and Master Plan of a city ought to be changed once every 10 years, according to the Karnataka State Rural and Urban Planning Act. He also pointed out that the MCC has changed the plan thrice in two and a half years without holding any public meeting after the BJP came to power.

He further said that, according to the Karnataka State Rural and Urban Planning Act, the changes can be made in the Master Plan and not in the zonal regulation. He also said that, according to a government order, the construction of buildings above 15m in height first need to get permission from the Fire and Safety Department, but the MCC has modified the Master Plan in such a way that even buildings above 10m in height need to get the no objection certificate (NOC) from the Fire and Safety Department in order to make things difficult for small builders.

Speaking on the occasion, corporator Lancelot Pinto said that the Mangalore Urban Development Authority (MUDA) is not a commercial organization, but a public welfare organization, owing to which it should function in such as way that the public are not inconvenienced. Criticizing the CDP, he said that it will create innumerable problems for the backward classes.

Criticizing the CDP, other members also alleged that it has been revised to suit the purposes of just five to six builders.

Mr. Shetty said that the mayor has convened a meeting on Dec 9 and that they would submit a memorandum to the governor based on the results of the meeting, opposing the latest changes to the Master Plan. He also said that changing the city’s green belt is impossible and that minor changes can be made only with government approval.
