No place for double standards: PM Modi’s stern SCO message on terror funding

Kyrgyzstan, Sep 1, 2026: Prime Minister Narendra Modi on Tuesday issued a strong call for a united global approach against terrorism, saying there could be “no place for double standards" when confronting the menace. PM Modi delivered his message to the SCO nations while Pakistan PM Shehbaz Sharif was in attendance.

Addressing the Shanghai Cooperation Organisation (SCO) Summit, PM Modi said the group must work together to dismantle the entire ecosystem supporting terrorism, from its financing and recruitment networks to radicalisation and safe havens.

“We must dismantle the entire ecosystem of terrorism, its financing, recruitment, radicalisation and safe havens," the Prime Minister said.

“We must speak with one voice that there can be no place for double standards on terrorism," he added.

PM Modi outlined what he described as the three key pillars of India’s vision for the SCO — Security, Connectivity and Opportunity.

Security, Connectivity And Opportunity

On security, the Prime Minister stressed the need for collective action against terrorism. He also called for resolving global conflicts through peaceful means.

“There is no solution on the battlefield; all wars and conflicts must be resolved through dialogue and diplomacy," PM Modi said.

Speaking about connectivity, PM Modi said India backed initiatives aimed at linking markets, boosting trade and creating fresh avenues for development. However, he underlined that such projects must respect the sovereignty and territorial integrity of all nations.

“India supports all efforts that connect markets, facilitate trade, and open new pathways for development," he said.

“These efforts for connectivity must respect the sovereignty and territorial integrity of all countries."

‘Confluence Of Great Civilisations’

Describing the SCO as a meeting point of diverse cultures and ideas, PM Modi said the grouping should place greater emphasis on people-to-people exchanges over the next 25 years.

“For India, the SCO is a confluence of great civilisations, cultures, and ideas," he said.

“The SCO should place people-to-people ties at the centre of our cooperation for the next twenty-five years."

PM Modi highlighted India’s efforts to strengthen engagement among young people across SCO nations, pointing to initiatives such as the Start-up Forum, Young Authors’ Conclave and Young Scientists’ Forum.
