Governor H.R. BhardwajMangalore, December 6: Degree and postgraduate students of autonomous colleges under Mangalore University, who will be completing their courses in 2010-11 and onwards, will get degree certificates as per the regulations and scheme of examinations of the university and not according to those of . colleges.


Governor H.R. Bhardwaj, who is the Chancellor of universities, on November 30 issued an order to this effect.


Vice-Chancellor T.C. Shivashankara Murthy has said that the Governor had asked the university to consider the scheme of examinations adopted by the colleges themselves for awarding degree certificates only for those who have completed their degrees in 2008-09 and 2009-10. He said the university had fixed the ratio of marks from internal and (external) regular assessments at 20:80 as per its scheme of examinations and regulations. However, St. Aloysius College and St. Agnes College in Mangalore had followed 30:70 and 50:50 pattern by violating university guidelines. He said the two colleges had been deviating from the university’s guidelines for three years.


At a meeting held on August 12, 2010 under the chairmanship of the Minister for Higher Education, both the colleges agreed to convert the marks secured by students of these colleges from the academic year 2007-08 to 2010-11 as per the university regulations and not to continue these deviations prospectively. These colleges again approached the Government stating their difficulties in implementing the above decision since the students who completed their courses had left the colleges with marks sheet. Hence making changes at this stage would lead to complications while awarding grade and class.For those students who would be completing their degrees in 2010-11 and onwards, the university would be issuing degree certificates as per its scheme of examination. It means that the colleges would have to send the marks list to the university by following 20:80 ratio of internal assessment and regular assessment pattern.
