Naveen R. D’Souza appointed KPCC observer for Uttara Kannada

Mangaluru, Sep 29, 2026: Senior Congress leader and former Mangaluru City Corporation (MCC) Leader of Opposition Naveen R. D’Souza has been appointed Karnataka Pradesh Congress Committee (KPCC) Observer for Uttara Kannada district as part of the party’s ‘Sangathan Srijan Abhiyan-2’.

D’Souza has been assigned to oversee the organisational exercise involving the appointment of Block Presidents, Block Office Bearers and District Congress Committee (DCC) Office Bearers in the district.

He was elected as a Congress corporator from Ward 38, Bendore, for four consecutive terms in the MCC in 2002, 2007, 2013 and 2019. He served as Leader of Opposition in the MCC in 2022 and also chaired the Social Justice, Education and Health Committee.

D’Souza served as KPCC Secretary from 2017 to 2019 and has handled various organisational and election-related responsibilities.

During the 2024 Maharashtra Assembly elections, he served as an Assembly Coordinator and Observer for the Vasai constituency. He was also appointed an AICC State Observer for the 2026 Kerala Assembly elections, with responsibilities in Kollam district and the Kundara constituency.

He is currently involved in organisational responsibilities in Dakshina Kannada, including serving as In-charge of BLO-2 and the ‘NREGA Bachao Sangram’ campaign.

D’Souza has previously handled responsibilities in Uttara Kannada, serving as publicity in-charge during the 2024 Lok Sabha election and as an observer for the Karwar-Ankola Assembly by-election.

As KPCC Observer, D’Souza will oversee the organisational exercise in Uttara Kannada under the ‘Sangathan Srijan Abhiyan-2’.
