MCC approves revised rules for building construction

mcc12july5 1Mangalore, July 5, 2012: According to the Mangalore City Corporation’s (MCC) revised rules for construction of buildings in Mangalore, registered supervisors and engineers will be blacklisted if they violate construction norms at any phase of the construction work.


The names of blacklisted supervisors and engineers will be published in the media and fines will be collected from the building owners. 


The MCC council approved the draft of its revised rules for building construction at its meeting held on June 30. These rules will be implemented after the council passes them during its next meeting. The MCC revised these rules to facilitate implementation of zonal regulations under Master Plan II for the development of the city. 


On November 29, 2011, the council referred the draft to the standing committee for town planning and improvement. During the standing committee’s meeting on Feb 29, a few changes were recommended, and during the MCC council meeting held last week, the recommended changes were approved. 


According to the revised rules, building owners, architects, engineers, and supervisors are to be held responsible for violation in construction norms. Building owners, engineers, architects, and supervisors have to submit a stamped affidavit in the prescribed form to the MCC, in which they have to state that they will stick to the approved plan and follow all the required safety measures.


Once the foundation has been constructed, the owner and the supervisor have to inform the MCC in writing that the work has been completed according to the approved plan.


The MCC will permit further construction only after first making sure that the foundation has been placed according to the approved plan. If it finds any deviation from the approved plan, it will suspend the engineer’s license and take legal action against him. If the MCC suspends any license, it will publish the news in the media to warn the public against such engineers. 


According to the revised rules, buildings cannot be constructed in the absence of registered supervisors and engineers. All buildings constructed without the supervision of registered supervisors and engineers will be considered illegal buildings. In case of a change of supervisor or engineers during the construction project, the civic body must be informed. In case a supervisor or engineer quits a building project, he must inform the civic body, otherwise, he will be considered responsible for any violation in building norms found later.
