Mangalore, April 24, 2012 : Delivering the valedictory address at the closing ceremony of the Regional Advocates Conference 2012, Justice B. V. Pinto, the Karnataka High Court judge, suggested that the Gujarathi system of evening courts to reduce backlog needs to be implemented in Karnataka too, and simultaneously added that the acute shortage of judicial division officials might make this difficult.


bhat 1Further, he said that Karnataka has around 1000 judicial officials, as against the required minimum of 35 officials for each district. DK alone has only 28 people holding high judicial posts, he added.

Agreeing that plans need to be chalked out to clear all pending court cases, N. Yogish Bhat, the deputy speaker of the Karnataka Legislative Assembly, promised that the new district court building in Mangalore will soon be ready for the public.

A total of 8 resolutions were passed during the 2-day conference, including the resolution to modify the method of representation in the State Bar Council. In order to achieve better representation, it was decided to amend the present electoral process and make provisions for elections of members to the State Bar Council according to districts.

It was also resolved that the election rules for the State Bar Council must be amended to provide ample representation for women.

According to yet another resolution, advocates would not be made eligible for appointment to the post of judges at any civil or criminal court unless he/she has served at least 7 years in the Bar Council.

It was also resolved that a Junior Advocates’ Welfare Trust will be set up under the guidance of the Karnataka State Bar Council, a circuit bench of the High Court will be constituted in DK, and the Land Reforms Act will be amended to fix deadlines for settlement of land disputes.
