Mangalore, Apr 2, 2012: The Karnataka Guarantee of Services to Citizens Act of 2011 was enforced in DK on April 2 Monday at a special event inaugurated by K. T. Shailaja Bhat, the president of the Zilla Panchayat. 


DC Channappa Gowda said that 4758 of the total 5540 applications were disposed within the specified time frame in Puttur during the past one month. The transport department alone disposed 3341 applications out of 3,750, the revenue department disposed 511 out of 622 applications, the Town Municipal Council disposed 453 of the 519 applications, and the Panchayath Raj disposed 65 of the 189 applications. It may be recalled that Puttur was selected for the implementation of this act on a trial basis.

Noting that government employees used to unnecessarily delay providing services to citizens before the act was implemented and enforced, he said that this will soon change. The required staff and infrastructure to implement the act will also be arranged, he added. 


Yogish Bhat, the deputy speaker of the state legislative assembly, proposed that all departments must issue releases of details of documents disposed under this act. He voiced his opinion that quarterly evaluation and annual ranking will create healthy competition among departments, resulting in better services to citizens. 


MP Nalin Kumar Kateel, the president of the Coastal Development Authority (CDA); Dr. K. N. Vijayaprakash, the CEO of the Zilla Panchayath; Harish Kumar, the commissioner of Mangalore City Corporation (MCC); Seemanth Kumar Singh, the Mangalore police commissioner; Abhishek Goyal, the district SP; and many others were also present. 


The bill incorporates 151 services pertaining to 11 departments—urban development, transport, food and civil supplies, woman and child, energy, revenue, home, education, health and family welfare, rural development and Panchayat Raj, and public instruction. It guarantees services to citizens within the specified time frame within the state of Karnataka.
