Mangalore, Feb 7: Mayor Shankar Bhat said during a press conference organized on Feb 5, Friday that the state government has approved the revised Self Assessment Scheme (SAS) for property tax proposed by the Mangalore City Corporation (MCC) on Jan 29.

The revised SAS fixes property tax at 0.5 percent for residential property, 1.5 percent for commercial structures, and 1 percent for non-residential commercial structures; 0.1 percent for non agricultural vacant land up to 1,000 square meters, 0.025 percent for non agricultural vacant land in the range of 1,000 – 4,000 square meters, and 0.01 percent for non agricultural vacant land more than 4,000 square meters.

He said that the property tax structure has been changed after a number of years. The new SAS based on capital value was brought into effect on April 1, 2008, completely replacing annual rent value (ARV), the old system. This led to a lot of confusion among tax payers and also a number of protests. He confirmed that the recently revised version of SAS is final. He requested the people to pay SAS property tax and help in the development of Mangalore. He said that certain adjustments will be made in case of people who had already paid excess tax.

The mayor said that people can pay SAS in 46 branches of 16 banks in 53 revenue wards within the limits of MCC. MCC has already appointed personnel in 15 ward offices and 2 sub offices as well as in MCC to distribute the challan, handbook, details, and prospectus on SAS and accept applications. MCC has also deployed assistants to help citizens fill the SAS booklets. The booklets have been printed as per the recently revised rates.

Dr. K N Vijayaprakash, the commissioner of MCC, said that MCC’s aim was to collect Rs 18.53 crore as taxes in 2008 – 09. The revised SAS is expected to fetch MCC Rs 26.42 crore as tax.

MCC has 34,000 unidentified properties within its limits. The civic body is yet to conduct survey on one of its wards. The MCC has a total of 1.84 lakh properties; of which 1.41 are residential and 42,000 are commercial properties.

The citizens will have to pay SAS from April 1, 2008.
