Mangalore, Apr 19, 2013: Justice Yarabati Bhaskar Rao the newly appointed Karnataka Lokayukta inaugurated the Mangalore Lokayukta Office located at Kottara Chowki behind DK Zilla Panchayat on April 19, Friday.


In his inaugural address, Justice Rao said that the Karnataka Lokayukta has introduced  a system of serving notices to all public servants through fax and emails instead of post in order to reduce both time and expenditure. He said that this new system will enable speedy disposal of cases. Further, all complaints will be disposed within a year from the date of complaint, he added.

Rao, who took charge as Lokayukta on February 14, said that 802 complaints coming under  Lokayukta jurisdiction, 416 pertaining to Upalokayukta-1 jurisdiction and 664 complaints of Upalokayukta-2 jurisdiction were disposed within 46 days.


A sum  of Rs 95 lakh has been sanctioned for the expansion of new Lokayukta building in Mangalore, he informed.


A total of 13,336 complaints pertaining to Lokayukta, Upalokayukta-1 and Upalokayukta-2 jurisdictions were pending when I  took charge, Justice Rao informed.


Additional Director General of Police (Lokayukta) HN Sathyanarayana Rao said that between January 1, 2001 and March 31, 2013, a total of 96 complaints were registered in Dakshina Kannada district.  Of them, ‘B’ Reports were filed for six complaints, charge sheets were filed in 66 complaints and 24 cases are under inquiry, he added.


Speaking on the conviction rate, he said that during 2004 - 09 conviction rate was 15.2 percent, but during 2010 – 13 it was 37.05 percent. Around 15 officials from Dakshina Kannada and Udupi district have been convicted in Lokayukta court since 1994, he said. The conviction rate in state is 38 percent, while it is 66 percent in Bangalore alone, he informed.

Lokayukta will not deliberately hurt  government officials, but will not spare them if found guilty, he warned.


 In Mangalore, the public complaints against  grievances is very less compared to other districts, he said and urged people  to come forward to lodge complaints with Lokayukta to make government offices free from corruption.


Upalokayukta Subhash B Adi, Registrar B Yoginath and DIG Pandurang H Rane were present.
