Mangalore, July 07, 2014:  Newly elected MLC Ivan D’Souza has said that he would propose the government to introduce a comprehensive policy to ensure the government aided schools and colleges strictly adhere to the fee regulations.

 

 

 

 

 

 

 

 

He spoke on the need to change the current education scenario and bring in more clarity in the system,   The colleges that come under grant-in-aid system, charge more than the stipulated fee for students who have been admitted under aided category. When the government bears their expenses, the colleges should strictly follow the guidelines, said D’Souza.

He was speaking at the felicitation programme of retired and distinguished members of Association of Mangalore University College Teachers (AMUCT), on the occasion of 28th annual general body meeting of AMUCT at St Aloysius College July 6.

He also pointed out to a necessity to streamline the recruitment process of lecturers of government colleges and universities by establishing teachers’ recruitment service board on the lines of Karnataka Public Service Commission. “I have requested the government to shift the recruitment of teachers from KPSC to a new board, to make the process efficient and transparent.” he said.

Further, the MLC expressed the need to amend the 14-year old Karnataka State Universities Act 2010, to suit the changing times. “While speaking about education system in the Council floor, I stressed on amending the University Act for bringing change in higher education. Also the government has to abolish the concept of guest teachers,” he said.

Responding to the plea of teaching and non-teaching staff of aided colleges to give them salary on a regular basis, Ivan D’Souza assured that a meeting will be held to discuss the matter next week and measures will be taken to settle the issue.

AMUCT former president A M Narahari demanded the government not to implement Karnataka Private Aided Educational Institutions Employees (Regulation of Pay, Pension and Other Benefits) Act, 2014 with retrospective effect from 1985.

“The teaching and non teaching staff of aided colleges have not been receiving salary on time since a year. Let the government ensure that salary and other benefits are given to teachers on time. A system should be in place to sort out the confusion between aided and unaided students in aided colleges,” he said.

A book authored by retired associate professor at SVS College, B V Raghunandan - ‘One small voice of a teacher’ was released on the occasion.

Resolutions :  In its general body meeting, AMUCT passed a resolution to demand the State government to scrap its order dated May 16, 2014 on the qualifications for B.Com and BBM lecturers. The government in its new order has made B.Com and M.Com degree compulsory for teaching B.Com students and BBM and MBA degree compulsory for teaching BBM students. The Association has urged the government to restore status quo, allowing even the BBM and M.Com holders to teach the B.Com course.

Another resolution was passed to demand the Mangalore University to allow UG teachers with all other required qualifications and resources, to guide Ph.D students, on the lines of other universities. AMUCT has also decided to pressurise the government to implement Karnataka Private Aided Educational Institutions Employees (Regulation of Pay, Pension and Other Benefits) Act, 2014 with retrospective effect and correct the poor situation.
