Bantwal, June 18, 2014: Administration goes to the doorsteps of villagers, a new action by the revenue department starts off in Dakshina Kannada district through ’Kandaya Adalat’. Dist in Charge and Minister for forest, environment and ecology B Ramanath Rai launched kandaya adalat, a compulsory village-level meet of villagers and revenue officials to resolve various land related issues, at Chennaithodi gram panchayat in Bantwal taluk on June 17.


Ramanath rai 1Kandaya adalat ensures farmers and other residents of villages to find solutions to 16 types of issues related to their land records at their own respective gram panchayats without traveling to taluk panchayats.

Minister Ramanath Rai explained that each taluk in the district is bound to hold village-level revenue adalats for selected villages every week. "Farmers in villages will get opportunity to get issues related to land records solved through the new initiative without visiting taluk panchayat offices. Assistant commissioners of the region will be the competent authority for the conduct of revenue adalats, which would function like an alternative court," he added.

Deputy commissioner AB Ibrahim said that adalats would enable villagers to rectify mistakes in the RTCs. "Errors in measurement of land, correct names of title deed owners, correcting errors in khata numbers, duplication of numbers, rectifying cultivation details, disposing inheritance cases and other similar cases will be set right in the adalats," DC  said adding that the system was implemented on a pilot basis in Kolar district.

Officials of the gram panchayats will have to prepare well before holding adalats. They should list RTCs with errors and other records related to it. Officials must create awareness among villagers on the adalat and make arrangements in gram panchayat buildings to hold such meetings. Village accountants and village assistants of the respective villages should be present at the adalats, the DC said adding that the assistant commissioners may issue orders on the spot in all cases, which are not pending before any of the courts.
