It required elaborate discussion which could not be done in the monthly meetings of the council.  Though the Commissioner of the corporation Ajith Kumar Hegde S., in a meeting of elected representatives chaired by B. Minister of State for Youth Affairs, Sports and Fisheries K. Abhayachandra Jain in a September 4, 2013 letter to the corporation had asked the corporation to take Bajpe, Moodushedde, Chelyar, Jokatte, Haleyangady, Padu Panambur Gram Panchayats and Mulki Town Panchayat from Moodbidri Assembly constituency under its jurisdiction. After these developments the then administrator of the corporation N. According to it, 32 villages under 18 local bodies, comprising 16 gram panchayats and Mulki Town Panchayat and Ullal Town Municipality, should be merged with the city corporation. But Neerumarga and Adyar Gram Panchayats have not agreed to merge while Konaje, Someshwar, Kotekar and Talapady gram panchayats have not yet communicated their decision.  Padu Panambur, Haleyangady, Chelyar, Bala, Jokatte, Bajpe, Moodushedde, Navoor, Belma, Munnur have agreed to merge.
