Child Welfare Department snatched case files forcibly - Prof Hilda Rayappan

Mangalore, Dec 7: Prof Hilda Rayappan, the chairperson of the Child Welfare Committee (CWC), has lodged a complaint against Shakunthala, the deputy director of the District Women and Child Welfare Department, in which she alleges that the officer has snatched away certain papers, which belong to the CWC, without prior permission. 

According to the complaint, Shakunthala, the DK district deputy director of Women and Child Welfare Department; Nusrath Fathima, the joint director of the Women and Child Welfare Department; and Laxmikanthamma, a field worker, visited an Observation Home in Bondel, where a judicial sitting was being organized on Dec 4.

They ordered Venkappa, the probationary officer, to produce the case files of a minor girl; Dharshan, a minor boy; Raghavendra, a minor boy; Skanda, a new born baby; and an adoption process file of Nirmala Adoption Centre, Ullal. Although they demanded to view the files on the spot, they went away with the files and did not return them. 

Prof Rayappan stated in her complaint that two of these cases are still being investigated in the State High Court. She demanded immediate return of these case files to prevent possible misuse. She also said that stern action should be taken against those who took the papers away without permission. 

Anantapadmanabha, the sub-inspector of police, said that the matter will be investigated.
