Udupi MLA initiates steps to simplify land conversions

Udupi, April 3, 2016  :  Addressing media MLA Pramod Madhwaraj, who is also the Parliamentary Secretary to the Revenue Minister, said on Apr 2, Saturday that he had recommended steps to simplify the process of land conversion in Gram Panchayats under Forms 9 and 11.

MLA Madhwaraj said that he had discussed and studied the problems arising out of land conversion under Forms 9 and 11 in the districts of Udupi, Dakshina Kannada, Uttara Kannada, Chikkamagaluru, Shivamogga and Kodagu with a team of officials including CEOs of zilla panchayats, executive officers of taluk panchayats and tahsildars, here.

The people in the villages in Udupi and Dakshina Kannada had been suffering a lot due to the delay in land conversion. He had undertaken this exercise on a directive by the Rural Development and Panchayat Raj Minister H.K. Patil.

As called for he had given a detailed report to Minister  Patil and recommended that all applications for land conversion under Forms 9 and 11 should be taken up on “first come, first served” basis at gram panchayat offices and cleared within 15 days.

This would put an end to complaints of deliberate delays by panchayat development officers and corruption. The software of ‘E-swathu’ and ‘Kaveri’ should be integrated with ‘Bhoomi’ software. This would help on-time updating of land conversion in ‘Bhoomi’ database. It would also prevent illegal land conversion.

Besides these, he had made some other recommendations too. Forms 9 and 11 could not be done away with as it was essential for registration of properties in rural areas. “I am confident Minister  Patil will act soon on my recommendations as there is lot of public pressure on this matter,”
