Mangalore, May 10, 2012: The DK District Federation of Education Resource Centres, Ahinda, and SDM Law College jointly organized a seminar titled “Community Partnership on Right to Education Act and Implementation of Law” in the Conference Hall of SDM Law College on May 10, Thursday.

In his inaugural address, Badila Hussain, the district leader of Navasaksharara Movement of DK, said that he wanted to start a school, but could not find suitable land for the purpose. Later, he used the Right to Information Act to identify forest land, which is reserved for the public according to the law, he said. One can obtain a lot of valuable information just by participating in public programs, he added.

Janardhana Gowda, the president of the Social Justice Committee, was the chief guest of the event. Complaining about lack of efficiency among government officials, he said that there is a huge difference in the quality of teaching in government and private schools. He also suggested that partnerships must be formed with the community to provide good education and equal opportunities to weaker sections of the society.

Ahinda President Lolaksha presented a paper titled “Children’s Education Right: A Constitutional Ideology,” during which he said that education has been denied to the masses in India right from the beginning, owing to which a large number of communities are still illiterate.

Speaking of the importance of implementing the Right to Education Act, he said that reservation for economically backward students was implemented in schools back in 2006. Further, he said that Article 21(A) of the Right to Education Act was included in the Indian Constitution in 2002, but was implemented in 2012 thanks to the generosity and kind-heartedness of judges, not MLAs and MPs.

Pointing out the fact that children are considered underage till they are 18, he demanded to know why the Right to Education Act makes education compulsory only for children till the age of 14.

Renny D’Souza, the convener of CACL, presented a paper titled “Community Partnership on Right to Education Act and Implementation of Law and its Types.”

Umesh Nirmal, the president of Education Resource Centres, delivered the keynote address. Dr. B. K. Ravindra, the principal of SDM Law College, presided.
