Mangaluru, Dec 31, 2018: The city police have issued strict guidelines for New Year celebrations and have urged the revellers to wind up their celebrations by midnight, zero hour.

T-R-Suresh.jpLarge crowds are expected to gather in hotels, restaurants, resorts, clubs and other public places, the police have issued guidelines for revellers as well as owners of venues hosting celebrations.

City Police Commissioner T R Suresh said the party organisers have to take permission from the police commissioner’s office and strict legal action will be initiated against those who organise parties without permission. The organisers should avail permission from the Excise Department to distribute liquor, he added.

The celebrations should be within the premises of the organisation, club, resorts and not outside. Even after obtaining permission from the Excise Department, the celebrations should wind up by 12 midnight, said the commissioner.

He urged the organisers to deploy women security personnel for the safety of women. The organisers should instal CCTV cameras at the entrance, inside and outside the premises.

The commissioner warned of initiating strict action against the hotel, club organisers for allowing the parking of vehicles beside the road. The organisers should not serve liquor to those who are below the age of 18 years and should not permit them inside the clubs, hotels without them being accompanied by their parents.

Precaution :  The organisers should initiate precautionary measures to ensure no untoward incidents occur during the celebrations, he said.  In the name of celebrations, revellers should not engage in smoking and consumption of liquor at public places like bus stand, park, stadium, railway stations. The students and youth should not behave indecently in public places and create a public nuisance, the commissioner added.

Music at the party venue should be restricted to the space and must adhere to the Noise and Pollution (Regulation and Control) Rules 2000.

No one will be allowed to consume alcohol and smoke in public spaces. The police will be manning various areas and will take action against motorists engaging in stunts and driving in an inebriated state.  A team has been constituted to check those driving under the influence of alcohol, across the city. He cautioned the youth against indulging in wheeling and drag racing.

In addition, the police have formed a team to check miscreants who create a nuisance with women by behaving indecently.

The police commissioner said that consumption of alcohol, gambling and nude dance on beaches have been banned. The bursting of crackers is also banned.

The organisers should take precautionary measures including maintaining fire extinguishers at places where there will be parties, said the commissioner.
