Premananda Shetty, councillor, told the Minister that as per the Cadre and Recruitment rules for staff of the city corporations, which came into effect during 2011-12, the corporations should form zones for better administration. Now the government has posted two zonal commissioners to the corporation. But they had been assigned other duties which are not related to their post. There was no dearth of offices to form the zones.

The corporation has its offices at Surathkal, Mallikatta (Kadri) and at Lalbagh to form three zones. The corporation should form zones with available staff, he said.

Some corporators told the Minister that the corporation was facing dearth of staff. Senior posts of Deputy Commissioner (Development), Deputy Commissioner (Revenue), Deputy Commissioner (administration), Chief Accounts Officer, Health Officer are vacant.  The civic body has only 31 per cent of sanctioned strength working.

J.R. Lobo, MLA, Mangaluru City South, said that now the Deputy Commissioner (Development) who is also the Superintending Engineer, is authorised to give technical sanction to projects worth up to Rs. 1 crore. But the same official should be vested with powers to give sanction to projects worth up to Rs. 2 crore. This is in line with his counterparts in PWD, Public Works Department. Other pressing issues also surfaced.
