Mangaluru, Sep 26,2015 :  MCC - Mangaluru City Corporation is gearing up  to emerge as a smart city, creating zones for smart administration as per the new cadre and recruitment rules (C&R) is pending for more than three years now.   As per the C&R rules for staff of the city corporations, which came into effect from 2011-12, the corporations should form zones for effective administration.


MCC - zones creation pending for over 3 yearsAccording to the new C&R rules, the government has sanctioned three posts of zonal commissioners to the MCC. Now, it has two zonal commissioners who have been assigned other asks than they are supposed to do. A zonal commissioner has been made in-charge as the council secretary to look after the matters of the council while another one has been made in-charge of accounts.

Sources in the corporation said that though the government transferred another official as the third zonal commissioner the official did not report for duty.

It had been planned to open a zonal office in the city corporation building at Lalbagh while the second office would come up at Mallikatta and the third at Surathkal. The zonal commissioner in each zone would be assisted by a development officer (assistant executive engineer – civil), a revenue officer and an assistant revenue officer, an environment engineer, four assistant engineers for civil, electrical, water supply and underground drainage works.  In addition, there will be other supporting staff.

As the city corporation has 60 wards it had been planned to bring 20 wards under each zone for speedy delivery of services to people and effective administration. Sources said that there was no dearth of staff in the corporation to create zones.

Premananda Shetty, a former leader of the Opposition BJP in the council, stated that it was lack of political will which had delayed the creation of zones. Though the matter came up for a brief discussion at the development cell meeting of the corporation,  no deadline was fixed for creating zones.

Mayor Jesinta Vijaya Alfred promised that zones would be created at the earliest and the zonal commissioners would be posted to Surathkal, Mallikatta and city corporation head office with special effort to set up suitable facilities for them.
