 Mangalore, June 20, 2014 : The essential need for formation of gram panchayats was placed before the Gram Panchayat Delimitation Committee that visited Dakshina Kannada district on June 19. The committee received 35 applications for formation of new GPs and for relocating the headquarters of GPs in the district.

The committee Chaired by S G Nanjaiah Math which is touring around the State to collect public opinion on the formation of new GP’s, conducted a sitting at Dakshina Kannada Zilla Panchayat hall on Thursday. Of the 35 applications received, 33 applications are regarding the formation of new GPs, while two applications pertain to moving the GP headquarters. Addressing mediapersons after receiving the petitions, Nanjaiah Math said that 90 per cent of the applications received are within the legal provisions of the law.

According to the amendments to the Panchayat Raj Act, the government has taken decisions to form new GPs based on the 2011 census. The delimitation of GPs has not taken place ever since they were formed in 1993 based on the 1990 census. As per the law, new gram panchayats would be formed in the rural areas of Malnad region including DK, with a population of 2,500 to 3,000, while in the semi-arid region, new GPs would be formed with a population of 7,000.

As for the headquarters for a village is concerned, the ideal distance between a village and its GP headquarter is 6 to 7 kilo metres. The Chairman said that if at all a village with less than 2,500 population is located at a distance of more than 15 km from its GP headquarters, then the ZP can submit an application to the Committee seeking to form a separate GP, which in turn will be placed before the government for special consideration. The Committee has found at least six such cases in Dakshina Kannada. Of the 35 applications, 12 each are from Bantwal and Mangalore taluk, five from Belthangady, four from Sullia and two from Puttur.

To Submit report to Govt in Sept :   Some of the gram panchayats in DK are having a population of 15,000 to 20,000 including Someshwara (24,000), Kotekar (16,505), Vittal (17,618), which could be upgraded as town panchayats. “90 per cent of the demands in DK are within the legal framework. The Committee which began touring the zilla panchayats in May 19, has covered 21 districts and received 895 applications.  The Committee intends to submit the report to the government in the first week of September. We will request the government to take a decision at the earliest and form new GPs before the panchayat election scheduled for May 2015,” Nanjaiah Math said.  Committee Member A R Sudhamani, Joint Director Revaiah Odeyar were present.
Petitions deadline one week :  Those who were not able to submit petitions as yet, could submit within a week. Petitions can be sent to CEO, DK Zilla Panchayat or Abdul Nazeer Sab State Institute of Rural Development (ANSSIRD), Mysore or Principal Secretary, Dept of Rural Development and Panchayat Raj, Bangalore

  Udupi Dist 20 applications : The Karnataka Gram Panchayat Delimitation Committee visited Udupi district on June 19. The Committee received 20 applications in Udupi during the public hearing, of which 19 applications were requesting the formation of new GP and one application seeking the relocation of GP headquarter.

Addressing the media, Committee Chairman S G Nanjaiah Math said that villagers are keen on formation of new gram panchayats and that the Committee has received as many as 915 applications during its tour, in 22 districts including Udupi. Of the 20 applications, 11 are from Kundapur. Nearly 16 applications received in Udupi are genuine as their gram panchayat headquarters are located at a distance of 10 to 12 km away from the village.

He said the people of Udupi district who could not submit petitions as yet, can do so at Udupi Zilla Panchayat office within a week’s time.
