Udupi Urban Development Authority backs down in 12 hours, grants single layout approval to Raghupati Bhat

Udupi, Mar 25, 2026: The indefinite protest launched by former Udupi MLA Raghupati Bhat against the delay in approving a single-layout plan for a 90 cents plot at Badanidiyoor village ended successfully within 12 hours, as the Udupi Urban Development Authority (UUDA) issued the approval letter on Tuesday afternoon.

The protest, which began on Monday, was held in opposition to the authority’s prolonged delay in granting approval for the layout plan intended for the construction of a resort. Following the agitation, UUDA Commissioner Mahesh handed over a temporary approval letter to Raghupati Bhat after reviewing all legal procedures.

Bhat had alleged that despite applying for the single-layout approval nearly two years ago, he had been repeatedly denied permission. Frustrated by the delay, the three-time former MLA had staged a solo indefinite protest in front of the authority office.

He had applied for permission on March 20, 2024, with plans to develop a coastal resort aimed at boosting tourism. Although the approval was supposed to be granted within three months, it was delayed for over 24 months on various grounds. Bhat had also accused that the delay was influenced by the intervention of sitting MLA Yashpal Suvarna.

Speaking to reporters after receiving the approval letter around 1:30 pm, Bhat said that the permission, which should have been granted within three months, was finally issued after two years. He clarified that it was a temporary approval and that a permanent permit would be granted after allocating the required land for road development. He expressed satisfaction that justice was served, even if it came after the protest.

Bhat further pointed out that there are several issues within the Urban Development Authority that need to be addressed. He cited the delay in providing Transferable Development Rights (TDR) to landowners who had given up land for the Ambagilu–Manipal highway widening project, stating that despite three years having passed, compensation had not been provided.

He added that he would continue to fight on behalf of the public on such issues. Bhat also warned that if pending files are not cleared, he would launch another protest on April 11.

Clarifying the nature of the agitation, he said it was not politically motivated but a protest over a personal issue, and that he had to name the MLA as his actions had allegedly obstructed the process.
