
Udupi, June 3, 2026: The Special Intensive Revision (SIR) of electoral rolls in Udupi district will commence on June 20 as per the directions of the Election Commission of India, with Booth Level Officers (BLOs) set to begin door-to-door visits from June 30, District Election Officer and Deputy Commissioner Swaroopa T.K. announced on Tuesday.
Addressing a press conference at the Deputy Commissioner’s office in Manipal, she said the revision exercise will be conducted with October 1 as the qualifying date, and the final electoral roll will be published on October 7.
Swaroopa noted that Karnataka last conducted a Special Intensive Revision in 2002. Following Bihar and West Bengal, the exercise is now being undertaken in 16 states and three Union Territories. She explained that amendments introduced to the Representation of the People Act, 1950, in December 2021 allow January 1, April 1, July 1, and October 1 to be considered qualifying dates for voter registration.
Objective of SIR
The primary objective of the revision is to ensure that no eligible voter is left out of the electoral roll and no ineligible person is included.
In the first phase, from June 20 to June 29, training will be provided to election officials, including Electoral Registration Officers (EROs), Assistant EROs, Election Tahsildars, master trainers, BLOs, supervisors, and Booth Level Agents (BLAs). During this period, enumeration forms will be distributed to BLOs for delivery to voters.
From June 30 to July 29, BLOs will visit every household in their assigned areas and distribute pre-filled enumeration forms to each voter. They are required to visit locked houses up to three times. Voters must complete and return the forms to the BLOs and obtain an acknowledgment receipt. One member of a household may submit forms on behalf of all voters residing there.
The Deputy Commissioner stressed that submitting the completed enumeration form and obtaining a receipt is a crucial stage of the SIR process, as it confirms the voter’s inclusion in the electoral roll.
Failure to Submit Forms
Voters who fail to submit the forms will be listed booth-wise and the details will be displayed at Gram Panchayat offices, Taluk offices, Taluk Panchayat offices, and Urban Local Body offices. Their names will not be included in the draft electoral roll.
If details from previous SIR records are unavailable or cannot be matched with the database, the Electoral Registration Officer will issue notices seeking supporting documents.
Documents Required
Depending on the voter’s date of birth, the following documents may be required:
* Voters born before July 1, 1987: Any document establishing date or place of birth.
* Voters born between July 1, 1987, and December 2, 2004: Proof of their own birth details along with proof relating to either parent.
* Voters born after December 2, 2004: Proof relating to both parents’ date or place of birth.
SIR Schedule
According to the Election Commission’s schedule:
* June 20–29: Preparatory work, training of BLOs, and printing of forms.
* June 30–July 29: Door-to-door distribution and collection of pre-filled enumeration forms.
* July 29: Rationalisation of polling stations.
* August 5: Publication of draft electoral roll.
* August 5–September 4: Period for claims and objections.
* August 5–October 3: Disposal of claims and objections after issuing notices.
* October 7: Publication of final electoral roll.
List of 12 Acceptable Documents
The Election Commission has approved the following documents for verification:
* Government-issued identity cards
* Pension Payment Orders (PPOs)
* Identity cards issued by local authorities, banks, post offices, LIC, and public sector institutions
* Birth certificates
* Passports
* SSLC certificates issued by recognised boards
* Permanent residence certificates issued by state government authorities
* Forest Rights certificates
* OBC, SC, ST, or other caste certificates
* Family registers maintained by government authorities
* Government-issued land allotment or housing ownership documents
The Deputy Commissioner clarified that Aadhaar will be treated only as an identity document.
92.55% Mapping Completed in Udupi
Swaroopa T.K. said that as part of the preparatory mapping exercise, the district has achieved 92.55% progress. The exercise involves matching voters listed in the 2025 electoral roll with those in the 2002 electoral roll and linking available voter records and family details.
According to the 2025 electoral roll, Udupi district has 10,64,524 voters, of whom 9,85,185 have been mapped so far. Mapping remains pending for 79,339 voters, including over 56,000 residing outside the district or state.
