SIR in Karnataka: 43.81 lakh notice generated, 7.31 lakh delivered to voters

Bengaluru, Sep 5, 2026: The Election Commission has generated 43.81 lakh notices for no-mapping data and anomalies in the ongoing Special Intensive Revision (SIR) of the electoral rolls.

The draft electoral roll published on August 24, has 4.46 crore voters - 2,21,60,327 male, 2,24,74,926 female and 2,871 third gender, while 1.07 crore voters marked as ‘ASDDO’ (absent, shifted, dead, duplicate and others) have been excluded from the draft.

Of the 43.81 lakh notices generated, only 7,31,770 notices (16.7%) have been delivered to the voters, while 36,49,373 notices are pending delivery. The EC has appointed 224 electoral registration officers (EROs) and 4,262 Assistant EROs and additional AEROs, who will conduct hearings till October 12. On the first day of the hearing (On September 3) only 206 hearings were completed, though on an average, 1.4 lakh notices need to be disposed every day for the next 30 days to clear all 43.81 lakh notices.

Chief Electoral Officer V Anbukkumar said, “In all 206 hearings, the claims were accepted. The hearings will increase as the days progress. We intend to conduct the hearings closer to the voter – at panchayat offices or polling booths. The voters will be required to appear in person on the day of hearing and submit the documents mentioned in their notices. If a voter skips one hearing, he is given an opportunity to reschedule the hearing one more time. We will give a weekly update of the notices disposed.”

The office of the Chief Electoral Officers has informed that a list of voters issued notices will be shared with all the registered and recognised political parties before September 6, so that the parties can assist the voters in appearing for the hearings with the necessary documents. After the rationalisation of polling stations, a total of 1,873 new BLOs have been appointed and their logins have been created in the BLO App, to cover all 60,923 polling booths.

Of the 43.81 lakh notices, 23.45 lakh are no-mapping cases and 20.35 lakh anomalies (name or age mismatch). Usually, for no-mapping cases, the voter will be required to submit Aadhar and a maximum of two other documents out of the 11 ECI-approved documents, in case he does not have the SIR 2002 data for self or progeny mapping.

Special Campaign

A second special campaign for voter enrolment (Form 6) will be held on September 19 and 20, when the new voters and voters who were excluded from the draft roll, can apply using Form 6 online or offline.

The names of voters who submit Form 6 during the claims and objections period - August 24 to September 23 - will appear in final rolls to be published October 27 after verification by ERO. However, Form 6 can be submitted throughout year.

The EC has received 15.17 lakh applications since June 16, which includes Form 6 for voter inclusion (5,34,298), Form 6A for inclusion of NRI voter (4,016), Form 7 for deletion (32,781) and Form 8 for corrections (9,45,968).
