
Mangaluru, Jun 20, 2026: Two police personnel have been suspended and two persons, including a broker, arrested after a fake Police Clearance Certificate (PCC) racket was uncovered at Bajpe Police Station in Mangaluru.
The fraud came to light during an internal verification of police records. The case involves PCC applications submitted for employment purposes in a private company. Police alleged that several certificates were processed using forged documents without the knowledge or approval of the station inspector.
Police Commissioner Sudheer Kumar Reddy ordered the suspension of Korachar Manjunath and Asha Flavia Coutinho, both attached to Bajpe Police Station, on charges of dereliction of duty.
The arrested accused have been identified as Bharath, a broker from Ekkar, and Anand Biswas, a native of West Bengal currently residing at Konchaar near Bajpe. Another accused, Mamata, has also been named in the case.
Fraud Unearthed During Verification
The irregularities were detected on June 17 when Bajpe Police Station Inspector Balakrishna H.N. and station writer Chinnappa were reviewing the police IT system and verification registers.
During the inspection, they found that of the 33 PCC applications received on June 9, only two had been entered in the official register. The remaining 31 applications had allegedly been processed and disposed of without following mandatory procedures.
To verify the records, police contacted one of the applicants, Shivaraj Talwar. During questioning, he reportedly stated that he had submitted his Aadhaar card and rental agreement to Mamata, an employee of a private company in Katipalla Kaikamba. She allegedly passed the documents to broker Bharath, who arranged the PCCs through police personnel without requiring applicants to appear at the police station for verification.
Forged Records Created Using Official Credentials
Further investigation revealed that applicants had not been questioned, witnesses had not been examined, residential addresses had not been verified, and none of the applicants had appeared before the station inspector as required under procedure.
Police also found that the certificates had allegedly been issued without obtaining the inspector’s signature.
Investigators alleged that on June 10 and 12, the accused misused the station inspector’s KGID login credentials and password to gain access to the police IT system. They are accused of creating forged verification records, uploading fabricated documents, and fraudulently generating police clearance certificates.
Based on a complaint lodged by Inspector Balakrishna H.N., a case has been registered against the accused under charges of criminal breach of trust, cheating, forgery, and dereliction of duty.

Police Commissioner Sudheer Kumar Reddy confirmed that two persons have been arrested and two police personnel suspended in connection with the case.
According to sources, evidence gathered during the investigation points to the involvement of the suspended personnel. Police Constable Manjunath, who is suspected of direct involvement in the racket, may also face arrest. A notice has been issued to Asha Flavia Coutinho, who is reportedly pregnant.
Police clearance certificates are commonly required by private companies as part of employee background verification and recruitment procedures.
