Mangaluru: ADC Raju K orders closure of shops selling loose cigarettes, allowing public smoking

Mangaluru, Nov 5, 2025: Authorities have directed officials to shut down shops selling loose cigarettes and allowing the use of tobacco products in public places.

During a District-Level Coordination Committee meeting held under the National Tobacco Control Programme at the Deputy Commissioner’s office on Tuesday, Additional Deputy Commissioner (ADC) Raju K instructed that strict action be taken against such shops and hotels.

He emphasized that smoking or using tobacco products in public places is strictly prohibited, and cigarettes must be sold only in full packs, not as single sticks. All urban local bodies and gram panchayats have been ordered to conduct regular inspections of shops and eateries. If violations are found, the establishments must be sealed and goods confiscated, he said.

The ADC further directed officials to submit reports by the next meeting, detailing how many shops were inspected, how many violations were found, fines imposed, and stores closed.

Highlighting the rising number of cancer cases linked to tobacco use, the ADC stressed, “Public health is of utmost importance. Those who play with people’s health will not be tolerated under any circumstances.”

Complete ban near schools and colleges

Shops located within 100 meters of educational institutions are strictly prohibited from selling beedis, cigarettes, pan masala, or other tobacco products. Principals have been instructed to regularly inspect nearby shops, and if any violation is found, they must report it to local authorities for action. All educational heads must submit compliance reports within a week, including details of shops closed.

Action against smoking in cafés and hotels

The ADC noted recent public complaints about people smoking and selling cigarettes in tea cafés and restaurants in the city. He instructed officials to conduct raids and close down any such establishments found violating the rules.

Additionally, smoking and tobacco use have been completely banned within all government hospital premises across the district.

District Tobacco Control Officer Dr. Naveen Chandra stated that between April and October 2025, 1,488 cases were registered for smoking or using tobacco in public, and ₹1.89 lakh in fines were collected.

Assistant Commissioner of Police Vijaya Kranti reported that the police department has booked 1,756 cases for similar offenses.

The meeting was attended by District Health Officer Dr. Thimmaiah, Wenlock Hospital Superintendent Dr. Shivaprakash, and other officials.
