MVRV inaugurates brand new office in city

Mangalore, June 17, 2012: The new office of the Mulageni Vokkalu Rakshana Vedike (MVRV), a forum that focuses on protecting the interest of Mulgeni tenants, was inaugurated in the premises of Don Bosco Hall on June 17, Sunday. 


A. P. Gowrishankar, the lawyer, inaugurated the office in the presence of chief guests Denis D’Silva, Vinay Kumar Sorake, Naveen D’Souza, and Austin Peres.

The gathering observed silence for a minute in honor of B. V. Kakkilaya, former MP and MLA and freedom fighter. 


Speaking on the vedike’s activities, Maxim D’Silva, president of MVRV, urged all Mulgeni tenants to join the vedike in large numbers. 


Addressing the gathering, Gowrishankar provided information regarding the Mulgeni Tenants’ Confirmation Rights. Stating that land is leased on a permanent basis under the system of Mulgeni, he said that the rent is fixed at the beginning of the lease and cannot be raised or lowered as long as the lease lasts. The lessee can not only enjoy the property in his/her lifetime, but can also will it to his/her children. The landlord can transfer his/her right to the property and his/her heirs can choose to divide their rights to the rent among themselves. 


Stating that the Mulgeni tenants of the twin districts have finally succeeded in getting proper laws implemented for their protection, he said that Mulgeni tenancy is clearly defined in the Transfer of Property Act.  Stating that Mulgeni tenants began fighting for proper legislation in 2001, which resulted in the passing of Bill Number B/2011, he said that the bill is now referred to the president of India for approval. 


Giving details about this bill, he said that tenants are given ownership of land held by them, and they are required to pay their landlords a sum equal to 500 times their annual rent as compensation. He also said that the bill does not conflict with any of the provisions of the Transfer of Property Act or the Registration Act.
