Big relief for flyers: Govt mandates 60% free seats on flights, ensures same PNR passengers sit together

New Delhi, Mar 18, 2026: In a major relief for air travellers, the Ministry of Civil Aviation has directed domestic airlines to keep at least 60% of seats on every flight free from additional charges for seat selection and related services.

The directive, issued through the Directorate General of Civil Aviation (DGCA), aims to improve passenger convenience, transparency, and ensure uniform practices across airlines, according to an official statement released on Wednesday.

With airlines increasingly charging extra for seat selection and onboard services, the government has now mandated that a minimum of 60% of seats be offered without additional cost to ensure fair access. It also stated that passengers travelling under the same PNR should be seated together, preferably in adjacent seats.

The Ministry has further instructed airlines to adopt transparent and passenger-friendly policies for the carriage of sports equipment, musical instruments, and pets, in compliance with safety and operational norms.

Strict adherence to passenger rights—especially in cases of delays, cancellations, and denied boarding—has been emphasised. Airlines must prominently display these rights across their websites, mobile apps, booking platforms, and airport counters.

Additionally, airlines have been asked to clearly communicate passenger entitlements in regional languages to improve awareness and accessibility.

Highlighting India’s position as the world’s third-largest domestic aviation market, the Ministry noted that air travel has become more inclusive under the UDAN scheme. It reiterated its commitment to enhancing passenger experience, ensuring transparency, reducing grievances, and maintaining high safety standards.

Passenger-centric initiatives such as affordable food through UDAN Yatri Cafes, ‘Flybrary’ for free books, and complimentary Wi-Fi at airports are part of the government’s ongoing efforts to make air travel more convenient and accessible.
