
New Delhi, December 24, 2025: More than 10% of voters—about 3.67 crore names—have been removed from the draft electoral rolls of 11 states and Union Territories following the second round of the Special Intensive Revision (SIR). The omissions were attributed to deaths, change of residence, or multiple registrations.
The draft roll for Uttar Pradesh, the 12th and final state covered in the second phase, is scheduled to be published on December 31. On Tuesday, draft voter lists for Madhya Pradesh, Chhattisgarh, Kerala, and the Andaman and Nicobar Islands were released. In the past 10 days, draft rolls for West Bengal, Rajasthan, Goa, Puducherry, Lakshadweep, Gujarat, and Tamil Nadu were made public.
The Election Commission (EC) said that eligible voters whose names were omitted can still be reinstated during the claims and objections period, which will remain open until January 22, by submitting the prescribed forms.
During the first phase of SIR conducted earlier this year in Bihar, around 65 lakh names were deleted from the electoral roll of 7.89 crore voters. Subsequently, nearly three lakh voters were added back during the claims and objections process, bringing the final voter count to 7.42 crore.
An analysis of the current draft rolls shows that 31.85 crore voters made it to the draft lists out of 35.52 crore voters included in the previous rolls across 10 states and Union Territories. Among those omitted, 99.81 lakh were marked as deceased, 2.47 crore were listed as having shifted from their registered addresses, and around 18.60 lakh were found to have registered at more than one polling station.
Tamil Nadu recorded the highest number and proportion of omissions, with 97.37 lakh names—15.19% of its 6.41 crore voters—missing from the draft list. Gujarat followed with 73.73 lakh omissions, accounting for 14.5% of its 5.08 crore voters.
Among Union Territories, the Andaman and Nicobar Islands saw the highest proportion of deletions at 20.62%, or 64,014 out of 3.10 lakh voters. In absolute terms, Puducherry topped the list with 1.03 lakh deletions, representing 10.12% of its 10.21 lakh voters.
States such as Madhya Pradesh (7.45%), West Bengal (7.59%), Rajasthan (7.65%), Goa (8.44%), and Kerala (8.65%) recorded deletions ranging between 7.45% and 8.65%. Chhattisgarh reported a higher deletion rate of 12.88%, with 27.34 lakh names removed from its voter base of 2.12 crore.
