Opposition submits notice seeking removal of Om Birla as Lok Sabha Speaker

New Delhi, Feb 10, 2026: The Opposition on Tuesday submitted a notice seeking the removal of Lok Sabha Speaker Om Birla.

According to sources, the notice was signed by 119 Members of Parliament, though Trinamool Congress MPs did not formally sign it. However, Trinamool Congress sources said the party would support the motion when it is taken up in the House.

The notice can be considered for discussion only after 14 days from the date of submission.

Congress Deputy Leader in the Lok Sabha, Gaurav Gogoi, said the notice was submitted under Article 94(c) of the Constitution.

If admitted and taken up for discussion, this would be the fourth instance of a Lok Sabha Speaker facing a resolution seeking removal. Similar resolutions against G.V. Mavlankar in 1954 and Balram Jakhar in 1987 were defeated, while a motion against Hukum Singh in 1966 was not taken up as it failed to secure the support of the minimum required 50 MPs.

The three-page notice lists four key issues, including Leader of the Opposition Rahul Gandhi not being permitted to refer to a book by former Army chief General M.M. Naravane, while BJP MP Nishikant Dubey was allowed to quote books and attack the Congress; the suspension of eight MPs; and allegations that some MPs were preparing to attack the Prime Minister. Sources said several Congress MPs have signed the notice.

“Today at 1.14 pm, we submitted a no-confidence motion against Speaker Om Birla seeking his removal under Article 94(c). There has been a consistent concern that the Leader of the Opposition has not been allowed to speak on several occasions. Many Opposition parties share this concern,” Gogoi told reporters.
