K C Venugopal writes to PM Modi, expresses disappointment over allegations against UDF on FCRA

Thiruvananthapuram, Apr 6, 2026: Congress leader K. C. Venugopal has expressed strong disappointment over remarks made by Prime Minister Narendra Modi, who accused the UDF of “spreading lies” about the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA) for political gain.

Venugopal, the MP from Alappuzha, said the Prime Minister’s statement, delivered in Kerala on April 4, was “deeply problematic” and “humiliating for an entire community,” especially as it was made on a significant day.

In a letter addressed to the Prime Minister on Sunday, the Congress general secretary expressed “anguish and disappointment,” stating that such remarks were avoidable and inappropriate. He further criticised the proposed FCRA amendments, warning of their “far-reaching adverse consequences” and asserting that they should not be accepted under any circumstances.

He demanded a clear assurance from the government that the Bill, or any similar measure targeting social and community organisations, would not be reintroduced.

Referring to the Prime Minister’s speech at an NDA rally in Thiruvalla, Venugopal said the allegations of misinformation by the UDF and LDF regarding the FCRA, the Uniform Civil Code, and the Citizenship Amendment Act were unfounded.

The Congress leader also raised several questions, asking why the government withdrew the amendment Bill if it was introduced in good faith, and whether that indicated a “guilty conscience.” He further questioned if the move was part of a broader pattern of “persecution” faced by certain communities.

Venugopal sought answers on whether adequate consultations were held, including discussions in the Business Advisory Committee, and what urgency justified the alleged bypassing of established parliamentary procedures.

He also criticised the timing of the Bill’s introduction, noting that it coincided with ongoing Assembly elections, when several opposition MPs were engaged in campaigning. He questioned why concerns raised by Congress MP Manish Tewari in Parliament were not addressed.

The FCRA Amendment Bill, introduced in the Lok Sabha on March 25 by Union Minister of State for Home Nityanand Rai, aims to enhance transparency in the use of foreign funds and prevent misuse that could affect national security and interests.
