No More Stamp Papers, Common People Aggrieved

Mangalore, Nov 7: Ever since the state government suddenly decided to introduce a new system of using bank demand drafts (DDs) instead of the old system of using stamp papers, the common people are in trouble. People still do not exactly what they must do because the government had neither informed the public nor given any notice before putting an end to the distribution of stamp papers. 

The common people are confused about the name they must use while drawing the DDs because Mangalore has a rural as well as an urban sub-registrar office. Mohammed Rafik, the trade union leader, said that, if people make a mistake with regard to the sub-registrar’s name while drawing a DD, they must again visit the bank. This is highly inconvenient to a number of people who have to waste a lot of time, energy, and money waiting and commuting. 

Mangalore Rural Sub Registrar Kavitha informed that, owing to the sudden stop in distribution of stamp papers, the entire burden of the work done by the banks so far has shifted to the sub-registrar’s offices. Since no new employees have been appointed to manage the additional work load, the existing staff is overburdened. She said that the government must take corrective measures as early as possible. 

The State Bank of Mysore (SBM) has terminated its contract with the state government to print and distribute stamp papers. Owing to this, the printing and distribution of stamp papers came to a halt nearly one month ago. As soon as the old stock of stamp papers came to an end, the bank stopped the distribution process. 

The new system now requires people to draw a DD in the name of the sub-registrar, submit it at the sub-registrar’s office, and emboss the document. People feel harassed because they still do not have the proper information on exactly how the process works.
