Mangaluru:  In a recent interaction with media Department of Disabled & Senior Citizens Welfare Officer said all five taluks have multipurpose rehabilitation workers (MRWs).  DK District has 227 gram panchayats (including newly formed 24 GPs), not all gram panchayats have Village Rehabilitation Workers (VRWs), to look after the needs of physically challenged persons in availing benefits of various government schemes. At present, 69 gram panchayats have VRWs.

The VRWs and MRWs are spreading awareness among physically challenged persons as well as striving to make sure government schemes meant for physically challenged persons reach the genuine beneficiaries.  They act as bridge between government and physically challenged persons in rural areas.

The State government had stipulated that VRWs should have passed SSLC, recently it has relaxed the rules and even the physically challenged persons who have failed in SSLC can serve as VRWs. The relaxation in rules will help to fill more posts.  She added VRWs ensure better implementation of government schemes meant for physically challenged persons in rural areas.  Nothing was said about assistance to senior citizens.

These workers identify physically challenged persons in their jurisdiction and ensure that they possess ID cards issued by the authorities. They motivate the beneficiaries to avail the benefits available in various departments.  In fact, the State government in the budget had promised to increase honorarium of VRWs and MRWs, but orders are  yet to be received.

The Director of Department for Empowerment of Disabled & Senior Citizens, had recommended to the State government to increase honorariums of VRWs and MRWs in 2014. The village rehabilitation workers are getting Rs 1,500 a month, while the multipurpose rehabilitation workers are being paid Rs 4,000 a month at present.    VRWs help the beneficiaries in filing the applications seeking benefit. Any delay in availing the facilities will be brought to the notice of the officials. Those who have been suffering from 50 to 75 per cent of disabilities cannot visit offices to avail facilities.  The VRWs assist the beneficiary in necessary circumstances.
