Nodal agency for sr citiz needed - Senior Citizens Day Oct 1

Udupi, Oct 1, 2015 : As a forerunner to the senior citzens day on Oct 1, HRPF -  Human Rights Protection Foundation president Ravindranath Shanbhag stated that a delegation had met Principal Secretary, Women and Child Welfare Department, Rajanish Goel in Bengaluru recently and proposed strongly that  the State government to set up a nodal agency in all districts under the Deputy Director of Women and Child Welfare for effective implementation of the provisions of The Maintenance and Welfare of Parents and Senior Citizens Act, 2007.   Goel was positive to this proposal subject to the approval of State Cabinet.

The delegation expressed its concern at the sluggish implementation of orders passed by the tribunal under the Assistant Commissioner under the provisions of the Act. Most of the government officials were passing the buck on executing the orders of the tribunal. Many government officials including some Deputy Commissioners were not even well versed with the provisions of Act.

With the result, the senior citizens were not able to reap the benefits of the orders of the tribunal. This makes it essential to have a nodal agency in every district to implement the tribunal’s orders.  The HRPF urged the government to issue a circular to all Deputy Commissioners directing them not to entertain the appeals filed by the children of senior citizens against the order of the tribunal as it was barred under Section 16 of the Act.

The government should direct the jurisdictional station house officers to give protection to the senior citizens or parents who had filed cases against their kin. It should hold meetings to create awareness about the Act among the general public. Such meetings should be held in the presence of senior officials, where the latter could express their grievances in public.  The government should conduct workshops on the Act for officials of all departments concerned such as Revenue, Police, Municipal Administration, Sub Registrars and NGOs who run Sahayavani Centres.
