Udupi, Sep 27,2016: Reports substantiate the argument, at least 13,00 acres of land still are encroached against 14,724.03 acres of land identified as encroached in the district.  The efforts to reclaim the government land encroached upon by private parties has been accelerated in the state’s capital Bengaluru, it is exactly opposite in Dakshina Kannada district, where a major chunk of land remains in the hands of encroachers.  Of the total expanse of land under encroachment, just 1,508 acres of land has been reclaimed.

In the five taluks in the district, Belthangady makes for an interesting case with a whopping 10,233.64 acres of land yet to be reclaimed against 10,345.52 acres of land identified as encroached upon. A measly 111.88 acres of land has been reclaimed here. In Mulki coming under Mangaluru taluk, whole of 24.91 acres of land that has been encroached, remains to be taken back into the possession of the district administration.

Taluk-wise, after Belthangady, Sullia tops the list as 1,830.94 acres of land is yet to be taken back against 1,885.70 acres, with 54.76 acres reclaimed by revenue authorities. In Puttur, it is in the order of 444.49 acres against 1,329.93 acres and 888.4 acres reclaimed. The situation is no different in Mangaluru taluk, as 307.29 acres of land is still in the hands of others, as the authorities have cleared encroachment of 234.40 acres of land against 541.69 acres identified earlier.

Moodbidri, which comes under the same Mangaluru taluk, accounts for 248.93 acres of land in question, as 74.41 acres of land were taken back against 323.34 acres in total.   The only relief is, Kadaba, that comes under Puttur taluk, where a majority of 101.18 acres of land has been reclaimed against 11.70 acres, with 9.52 acres remaining in dispute.

When contacted, Mangaluru Tahsildar Mahadevaiah said, "There are instances of people already building houses on encroached land. They have to be evicted before launching the process to reclaim the property. In 11 cases, 10 acres of land has been encroached upon by every party, while in seven cases, five acres of land has been encroached upon."

Additional Deputy Commissioner Kumara told media, "Some of the encroached lands comes under ’Akrama Sakrama’ scheme,but, the encroachers are yet to avail the benefit. In the case of others, the land will be reclaimed, followed by a set procedure where the encroacher has to be identified by the Revenue Department. In the second stage, notice will be served on the party under section 192 (A) questioning as to why action should not be initiated against him or her. The officials concerned will also be served notice under sub-section (2). Within seven days of serving notice, tahsildar court will conduct a hearing and initiate process for taking land into possession."

Kumara said that however, of the total 1,508.03 acres of land reclaimed, 321 acres of land has been already allotted for various purposes of the government. For housing sche-mes alone, 142 acres of land has been given, followed by 113 acres for construction of Primary Health Centres (PHCs), schools among other facilities, 44 acres for developing burial ground, 17 acres for hostels and five acres for anganwadi buildings.
