Congress ZP members agitate ZP chief’s altered decision

Mangalu, Oct 27, 2016: It is reported that there was a huge ruckus at the ZP, Zilla Panchayat meeting on Oct 26, Wednesday, as members of the opposition accused the president Meenakshi Shantigodu of tweaking the decision taken at the previous meeting on allocation of funds.  Due to a flash protest by the Congress members, led by senior member M S Mohammed, the meeting was delayed by nearly two hours, although the house convened at the scheduled 11 am.

When the rival party members refused to budge ’until and unless the modified decision was withdrawn’, the Zilla Panchayat president deferred the meeting by half-an-hour from 12.15 pm. The house convened again at 12.50 pm, but there was no sign of normalcy as Mohammad again demanded the president to assure that the said decision would be withdrawn.

The president later announced that erroneous points in the decision, if any, will be rectified - after which the rival party allowed smooth conduct of the meeting.   Earlier, when the house convened, Mohammed charged the president of changing the decision taken during the previous meeting. It had been decided that the Agricultural Produce Marketing Committee (APMC) grant of Rs 10 lakh would be equally distributed among Kakke Padavu and Nelyadi for the development of yards. The decision was modified later, allotting Rs three lakh each for Kakke Padavu and Nelyadi and Rs two lakh each for Siddakatte and Puttur - totalling Rs 10 lakh - keeping others in dark. Mohammed termed this as a dictatorial attitude of the president, only to irk vice-president Kasturi Panja and chairperson of Social Justice Standing Committee of the Zilla Panchayat Asha Thimmappa Gowda. Defending the decision taken by the president, Panja told Mohammed, "The decision was modified using discretionary powers."

Mohammed questioned the reasoning for allotting funds for Puttur APMC when Rs 10 lakh funds allotted for the similar purpose earlier had lapsed due to failure in utilising the same.  He, along with fellow members, trooped into the well of the house and shouted slogans against the president, seeking justice. The members were joined by the president of Public Health and Education Standing Committee Shahul Hameed K and the president of Agriculture Standing Committee Sarvothama Gowda.

The agitating Congress members squatted in the well, refusing to relent till their demand was met. As a show of strength, BJP members too raised counter slogans, forcing the president to eventually defer the meeting by half-an-hour.
