Whither civic sense ?

Mangalore, Feb 22, 2013   : Here’s a classic example that can gauge the civic sense of Mangaloreans. If the Mangalore City Corporation had put up a notice on a compound wall close by the road behind the mission cemetery at Gandhinagar, stating that  no wastes should be dumped in the place, the people have chosen to discard wastes right beneath the notice.

Isn’t this a mockery of the notice served by the Commissioner which even warns of penalty and legal action against those violating the rule ?
