Vital official posts vacant in DK affecting public admin

Mangaluru, Aug 1, 2015 :  DK Deputy Commissioner Adoor B Ibrahim said that  Several key posts of officers have been lying vacant in Dakishna Kannada district for a long time, affecting the functioning of administrative machinery.


Vital official posts vacant in DK affecting public adminThe issue of vacant posts has already been brought to the notice of the chief secretary, District in-charge Minister Ramanath Rai, Minister for Health and Family Welfare U T Khader and Minister for Youth Empowerment and Sports Abhayachandra Jain. 

Mangaluru taluk is headless without tahsildar, Taluk Panchayat executive officer and MCC commissioner.  Worse still, five taluks have no tahsildars.  Officers are holding charge of the office of the tahsildar. Tahsildar Grade- 1 (Mangaluru/Sullia), tahsildar grade—I (Bantwal /Puttur), tahsildar grade —II (AC office Mangaluru/Puttur), tahsildar grade—II (Mangaluru/Puttur) and tahsildar grade —II (Sullia/Belthangady) are lying vacant. Tahsildar Puttur will retire on August 31.

Vital posts lying vacant are: Commissioner Mangalore City Corporation; deputy commissioner of Excise; deputy director of Food and Civil Supplies department; joint director, department of Industries and Commerce; project director  DUDC; assistant commissioner, election section, DC office; assistant commissioner, Endowment department; principal of District Training Institute, Mangaluru; district officer, Minority Welfare department; district officer, Backward Classes Welfare department; project coordinator, Integrated Tribal Development Programme; assistant director Kannada and Culture department; assistant director of Land Records (ADLR), Puttur sub-division; assistant director, Tourism department and district employment officer. 

“The tahsildar is the most important officer in a taluk. It is the tahsildar who manages the day- to-day revenue administration. He is also responsible for issuing documents such as caste and income certificates. The administration in taluks will suffer without tahsildar,” the deputy commissioner said.

After the Mangaluru tahsildar took voluntary retirement, Moodbidri Tahsildar was given additional charge of Manaluru taluk. However, it could not solve the problems of the people. 

The post of district employment officer is lying vacant for the last two years. Kodagu employment officer is in charge of Dakshina Kannada.

Unfilled vacancies  :  With the formation of Kotekar and Vittal town panchayats, the posts of chief officers are also lying vacant. The DC said that deputy director of Mines and Geology and regional transport officer will retire soon. Of the 85 sanctioned posts in the department of Minority Welfare, only 12 have been filled. Out of three posts of land acquisition officers, two are lying vacant, thus hampering the process of land acquisition for various public projects.

The situation is no better in Revenue department. Of the total sanctioned posts of 915, as many as 213 are vacant.  Out of 99 sanctioned posts of second division assistants, 38 are vacant. Out of 325 village accountants, 27 are vacant.

The sanctioned posts of jawans in revenue department is 69 and 35 posts are lying vacant.  A majority of the government hostels are being run without warden in the district, which is a dangerous trend. Lack of interest among the officers to work in Dakshina Kannada and a small number of officers from the region serving in the government departments are some reasons for posts lying vacant in DK.
