Taluk Panchayat meet - Land sites & revenue collection predominates

Mangaluru, Nov 12, 2014:  Matters such as identifying house sites for the  poor, revenue collection in gram panchayats and developing co-ordination between elected representatives and Panchayat Development Officers dominated the Mangaluru Taluk Panchayat review meeting which was held under the chairmanship of Zilla Panchayat President Asha Timmappa Gowda, at TP building here on  November 11,Tuesday.

The meeting started with the  Zilla Panchayat Vice President Satish Kumpala  opposed the proposal of using 4.33 acres of land in Konaje for the government medical college and directed Tahsildar Mohan Rao to convert land into sites and distribute it to beneficiaries and threatened of a serious protest if the government sticks to its decision. Tahsildar said that he has received a letter from gram panchayat president and also from the MLA asking to convert the land. A survey also has been conducted in the presence of the Assistant Commissioner, he said.

ZP President Asha Timmappa Gowda said that respective PDOs should be informed whenever the surveyors conduct survey of government land. Meanwhile, the Tahsildar said that the Deputy Commissioner has appointed two surveyors to every two gram Panchayats. They will start their work by next week and the list of beneficiaries to get sites will be ready by December 31. ‘Develop co-ordination’

Satish Kumpala said that PDOs and Village Accountants should identify the land for sites at the earliest and they should have good co-ordination with the Tahsildar. There should be frequent communication with them. If PDOs write letter to any department demanding some help, they should not forget to follow-up.

Asha Timmappa Gowda said that officials should be careful that they should not allot sites to same persons twice. To avoid such situations, Zilla Panchayat Deputy Secretary Umesh directed the Tahsildar to delete the name of person from the beneficiary list while handing over the title deed itself. The location of the site, name of the scheme and the year till which he can’t sell the property should be mentioned, he said.

Everyone in the meeting opined that form 9/11 has become a problem in the district. Satish Kumpala alleged that it has become a barrier to provide roof to poor by making land conversion system complex. Asha Timmappa Gowda said that the matter will be convened to the District-in- Charge Minister one again.

Meanwhile, ZP Deputy Secretary Umesh directed PDOs of Nellikar, Moodushedde and Belma gram panchayats to get RTCs to the panchayat buildings at the earliest. There should be a crematory in every revenue village. To establish solid waste management unit, No Objection Certificate (NOC) is needed from five departments concerned including health and forest. Till date, two gram Panchayats have got NOCs, he said.

Ekkar revenue collection impresses   :   Ekkar gram panchayat has topped in the revenue collection by collecting 94 per cent tax till October. Paduperar gram panchayat has collected 85.18 per cent tax. Harekala GP was at the bottom of the list by achieving only 10 per cent collection. The ZP President expressed concern as many gram panchayat PDOs could achieve only around 25 per cent collection.

Meanwhile, it was informed that Rastriya Madhyamika Shikshana Abhiyan (RMSA) has sanctioned four high schools to the taluk to Amblamogaru, Konaje Padau and Kumpla. Earlier, addressing the meeting, the ZP President Asha Timmappa Gowda was unhappy about the slow the progress in development works.  Taluk Panchayat President Rajani, Executive Officer Vishwanath and others were present.
