Property transactions need PR cards from December 1

Mangaluru, Nov 08, 2018: State government has made PR (Property Rights) cards mandatory for property registration and transaction in Mangaluru city from December 1, Deputy Commissioner Sasikanth Senthil said.

 

Sasikanth Sent...Speaking to media  Wednesday, he said it applies to 32 revenue villages coming under the jurisdiction of Mangaluru City Corporation.

The Urban Property November 7, ownership Records (UPOR) Project was initiated in the city covering 32 revenue villages six years ago.

“A survey of 1,50,635 property under the jurisdiction of the city corporation has been completed under the project now. Of them, documents of 77,306 properties have been collected now. Hence, those who have not submitted the documents, including those in apartments, will have to submit them to the Office of UPOR Project office in the Mini Vidhana Soudha building, Hampankatta.”

The DK DC said that of the 31,883 draft PR cards prepared, 26,393 draft cards have been distributed. Of the 23,569 final PR cards approved, 18,491 cards have been collected by property owners. The PR card is a proof of ownership of property.

In fact, for the transaction of property, one need to produce Encumbrance Certificate, sketch and other documents from revenue department. From December 1, only PR card is sufficient, he explained.

Property owners should submit documents required for the same at the UPOR Project office. Once the draft PR card is issued, 30 days would be given for filing objections, if any. The final card will be sold only after addressing issues mentioned in the objection. The property owner will have to pay the prescribed fee for getting the PR card, he said.

Committtee  :  The DK DC said that Conflict Resolution Committee too has been constituted under his chairmanship to provide a fast track solution to any problems in the PR card issued.

The committee comprises representatives from Credai, civil society and Deputy Director of Land Records.

The DC said that for the survey of properties for the UPOR, the government had provided eight surveyors. “Now, 12 more surveyors have been appointed. Additional five surveyors will be appointed shortly.”

To provide information on the UPOR to the general public, an exclusive website — upormangaluru.com will be set up from Nov 12,  Monday.

It will provide an option to search for property card and status of property cards. The website will also provide a helpline facility wherein the public can seek any clarification by sending a mail. Further, a control room will also be opened and phone number will be uploaded on the website, he added.

Further, the authorities are also developing an app for UPOR for uploading the documents for PR card by from  home, without visiting the centres.
