He was participating a protest organised by the BJP members of gram panchayats in Kundapur against the Karnataka Panchayat Raj(Amendment) Bill-2013. Gowda said though the Bill has been passed in the Legislative Assembly, the BJP will not allow it to be repeated in the Legislative Council. Describing the amendment to the Bill as destructive, he said it comes in the way of decentralization of power to the rural level. He even pointed out that the amended Bill seeks to vest the powers to disqualify GP chiefs failing to convene Gram Sabhas at least twice a year,  with the regional commissioners.

He stressed the need for a statewide protest against the amended bill and said the GP members from all over the state should take to the streets.

Kota Srinivas Poojari, former minister, Udaykumar Shetty, District BJP Chief, Tingale Vikramarjuna Hegde, Kishore Kumar and other party leaders participated in the protest.
